The doubling appears to be a second image raised vertically. It appears as an extra horizontal frame line in the top margin (darker at right) and the outer oval around Washington at the base of the letters “ED STATES CITY DES”
Dated to 1843 by Calvet Hahn, The Beginnings of Adhesive Postage in the US Part 6 (The Penny Post Vol 9, No. 1 Jan 2001 p48) based on the Type 1 double ring CDS
Letter addressed to the daughter of Robert Sharp, a merchant, residing at 75 Charlton (1842-43 Doggett’s but not listed in 1845.
