I decided to include this cover in the census because, although the US Post Office sold the US Carrier Despatch Post to Abraham B. Mead as of Nov 29, 1846, an arrangement still existed between Mead and the PMG to honor the service for a short while. This cover did receive carrier service to the mails and was not charged any additional postage by the USPOD.
