The 1849 Boston City Directory lists Chas. Theo. & T. H. Russell & Bigelow as counsellors at 23 Brazer’s Building, 27 State Street in Boston. Also listed are Thomas H. Russell and Samuel C. Bigelow.
Charles Theodore Russell (1815-1896) was an attorney and a Massachusetts politician who served in both branches of the Massachusetts legislature and as the Mayor of Cambridge, Massachusetts (1861-63). Russell was the father of Cambridge Mayor and Massachusetts Governor William E. Russell.
Thomas Hastings Russell (1820-1911) graduated from Harvard College in 1843, Harvard Law School in 1845 and then practiced law with his brother, Charles. Thomas served as a member of the Massachusetts State Legislature and was the treasurer of the Permanent Peace Fund.
Samuel Cutler Bigelow (1824-1904) graduated from Williams College (1841), attended Harvard Law School and went into practice with the Russells. Due to failing eyesight, he had to abandon his early legal practice. In 1853, he relocated to San Francisco, California, to manage his father's business affairs, eventually building a highly successful career in real estate, merchant trading, and insurance. He served as a member of the California State Assembly representing San Francisco from 1862 to 1863.
