Same handwriting as the 8/3/49 Baltimore cover to D. A. Heald. That cover has the stamp tied by the typical Baltimore blue 10 in oval.
This cover has two problems. The Scott #2 has a manuscript cancel and is not tied to the cover. Very atypical for a genuine cover from Baltimore. Second, there are no transit markings on the back indicating transport to Nova Scotia. The endorsement instructions may not have been followed.
