Looks like two datestamps. Faint underlying one: from Philadelphia, month starts with an A and date starts with a 1. Rotated about 20 deg ccw. Notation written to left of datestamp says dated 30th April (probably filing note).
Note the carrier is 7LB2 (initial S), not 7LB1
