The addressee is actually Mr. Robert Chiswell, although it is impossible to say if the “obert” after the R. is original.
Robert Chiswell was assessor of Paterson in 1846. Robert Chiswell (1797-1856), born in Norwich, England, came to New York in 1818, worked as a bookkeeper in Philadelphia and as a grocer in Peterson. (History of Peterson p255)
