Date appears to be 1/23 but cancel is double struck. New York City 3’s have horizontal bars on top. They are distinguishable from 5’s by the thin diagonal line on the upper right connecting the bar to the lower loop and the lack of a vertical bar on the upper left. These details are sometimes very difficult to make out.
