The '23' is double struck, with one strike being vertically offset, making the 3 appear as a 5 (with a vertical bar to the left connecting the round lower part with the horizontal upper part). However, the vertical bar is due to the double strike. There is a thin diagonal line to the left, which is repeated, and is typical on NYC cds 3's. The DEC also shows signs of the double strike.
