The 10¢ cover was mailed November 10, 1848, from Batavia, New York. The stamp was sufficient to pay the U. S. internal postage to any point on the east coast. This was during the Retaliatory period (June 27, 1848-January 3, 1849) when prepayment of the 24¢ packet rate was required; therefore, the letter could not be forwarded by either British or American packet. The only remaining alternative was to send it by private ship from an east coast port.

10c Black (2). Three large margins, in at right, tied by red grid cancel, matching Batavia N.Y. Nov. 10 circular datestamp on blue 1848 folded cover to Banbury, Oxfordshire, England, bold 8 pence due handstamp and 4 DE 1848/Liverpool/Ship backstamp indicate this was carried by a private ship during the Retaliatory Rate period, vertical file folds including one barely affecting stamp
VERY FINE APPEARANCE. A RARE USE OF THE 1847 ISSUE ON MAIL CARRIED BY PRIVATE VESSEL DURING THE RETALIATORY RATE PERIOD. ONLY SIX SUCH USES ARE RECORDED.
Please refer to the previous description for an explanation of the Retaliatory Period. The 10c postage paid the over-300 miles rate from Batavia N.Y. to port of departure. Since the Retaliatory Rate (24c) was not paid, the post office presumably made the decision to place this letter on board a private vessel bound for Great Britain. The 8 pence due was the standard rate for the combined British ship letter fee and inland postage.
