Over paid Drop Rate or Steamboat: Stamped folded cover docketed Wm P Williams 27/29 July 1850, does not have Norwich arrival townmark, has stamped blue Norwich 5 bar circle (20mm) tying 5 cent 1847. The arrival townmark was normally not applied when the letters destination was the receiving Post Office. This letter was written by Wm P Williams, a Norwich resident and President of its Merchant Bank. This cover is most likely a incoming Steamboat cover minus the steamboat marking. (See STEAMER covers PM#11239, 11253). Post Office Act effective 1 July1845, single rate, under 300 miles 5 cents, prepaid or not .(Norwich (2), New London County, Connecticut, 1836-to date.
