AND BLUE MS. 12 1/2c RATE MARKING. AND WE ARE OF THE OPINION THAT IT IS A GENUINE USE, THE STAMP WITH SCUFFS AND CREASES AT BOTTOM LEFT. In 1843, the Commissioners of the Land Office in Albany was not a single individual but a board composed of several high-ranking New York state officials. This board was responsible for the management and disposal of the state's public lands, including those related to the critical canal system.
