Figure 52 in CCP, Vol 49, No 3 in Part 5 of The 1845 Provisional Postage Stamps of James M. Buchanan by Murial Bemis Hayes, page 165, shows a Jan 10, 1847 stampless cover, marked with a blue PAID and blue 5 in oval.
The reverse of the Jan 10, 1847 cover (figure 53, page 166) shows the red PAID handstamp on the reverse. Why would the Baltimore postmaster apply this handstamp? (He wouldn't!) Denwood N. Kelly argues in the Baltimore Philatelist April 1962 that this marking was applied at the office of broker Samuel Harris & Sons in Baltimore and that these covers are not Baltimore Provisional stamps.
