The 1849 edition of Doggett’s lists Francis Perkins (?-1876) as the secretary of the pilot association at 37 South Street in NYC. He served from 1846 to 1848. Pilots were employed to bring ships into and out of New York Harbor. The association provided a degree of organization to the profession, enabling ship owners and captains to deal with a single organization in the New York area.
