CDS heavily inked and some double striking evident. Although the 3 is not centered under the C and some ink appears after the 3, it does not appear to be a 0 or a 1. Philadelphia CDSs are with single digits for the date are rarely centered and their markings are known for extraneous ink due to poorly fitted inserts.
