Letter endorsement on back reads Wainwright & Tappan, Feb 16-17, 1849. The 1849 Boston City Directory lists Henry Wainwright and Sewell Tappan as merchants located at 29 Central wharf.
CDS appears to be BOSTON FEB 16. There is some doubling of the date, most noticable in the 1, with the second image shifted downward (also in the N of Boston). This makes the 6 appear as an 8 or 9
