Baltimore CDS date is 4/12/49.
If stamps were applied in Philadelphia, to pay for forwarding to Frankfort, Va, then the cover should be listed from Philadelphia with a 4/xx/49 date.
There is a faint APR in the lower Phila CDS.
Alternately, the stamps may have been applied in Baltimore and not cancelled. The Philadelphia postal clerk may have simply corrected this oversight.
Arbuckle, Bell & Co. are listed in the Thompson’s 1851 Mercantile and Professional Directory under “General Dealers in Dry Goods, Groceries, Hardware, &c.”. Frankfort is in Greenbrier County, West Virginia.
