Horizontal pair, mostly full margins except where clear of frameline at bottom left, deep shade and sharp early impression, tied by red grid cancels, matching partly clear strike of "Washington City D.C. Jul. 16" (1847) circular datestamp on folded letter to Columbus O. clearly dated July 15, 1847
VERY FINE AND RARE USE OF A 10-CENT PAIR DURING THE FIRST MONTH OF THE 1847 ISSUE.
The 10c pair pays the 20c rate for a letter weighing between one-half and one ounce sent more than 300 miles. Washington D.C. received its first supply of 1847 stamps on July 9.

The July 15, 1847 date probably refers to the internal dateline.
CDS is double struck, causing extension of the month and date characters and making the 6 look more like an 8.

It Is A Genuine Usage
Thomas Welles Bartley (1812-1885) was the 17th Governor of the State of Ohio and the Chief Justice of the Supreme Court of Ohio (1856-58). In 1847 he was District Attorney for the northern district of Ohio.
