Notes
U.S. #1, 2 COPIES ON COVER WASH DC to NORFOLK VA
EBAY lot (WmLangs)
Not listed in Alexander
The upper cds has small traces of ink above the 28 in the date but the month cannot be made out.
The lower cds also has small traces of ink where the month is and appears to end in either a Y or N.
The first letter does not appear to be a J (top cds) but the second letter seems to have a cross bar, indicating an A.
The best guess is May 28 but the images are not conclusive.
Upper cds. First letter in month is not a J and could be an M.
Lower cds. Month is clearer in inverse colors but is not conclusive.
